Barry Conover Mills, 83, of Westminster, died Tuesday, August 26, 2025, at BridgingLife Dove House.  Born July 14, 1942 in New Jersey, he was the son of the late Mary (Conover) Mills and David Russell Mills.  He was the beloved husband of the late Joyce Ruth Mills.

He was employed in Law Firm Management as an Administrator.  Barry was a graduate of West Virginia Wesleyan College and West Virginia University where he was in the Theta Chi Fraternity and Omicron Delta Kappa.  He was a veteran of the Army and member of the American Legion in Mt. Airy. 

He is survived by children Kathleen Mills and Freda Achea-Swensen, and a brother Jeffrey W. Mills.

He was predeceased in death by daughter Jennifer Mills, mother, father, brother David R. Mills, II and the love of his life Joyce L'Amoureux Mills.

The family will receive friends on Thursday, August 28, 2025 from 7 to 9 p.m. at Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster. A Memorial Service will be held Saturday, August 30, 2025 at 11 a.m. at The Church of Jesus Christ of Latter-day Saints, 720 Windsor Dr., Westminster, MD 21157.

Private interment will be held for he and his wife at Garrison Forest Veterans Cemetery.
