Richard C. “Rick” Frame, 72, of Westminster, passed away peacefully on Wednesday, January 20, 2021, at Carroll Hospital Center. Born April 11, 1948 in Takoma Park, he was the son of the late Robert E. Frame and Rosalie J. Zepp Frame and is survived by his loving wife of 44 years, Deborah Ann Bischof Frame.
Rick worked for the Westminster Coca Cola Co. for 26 years. He continued his employment at FoodPro until his retirement and later pursued his passion for golf at Quail Valley Golf Club. Rick graduated from Westminster High School in 1966 and served in the Army. He was a member of the American Legion Post 31 and the VFW Post 467. Rick played semipro football for the Carroll County Chargers, coached many youth sports teams including the Westminster Optimist Little League who he and Dick Dickensheets took to the Regional Tournament in pursuit of the winning the Little League World Series. Rick also coached Legion Baseball, football, soccer, basketball, and many All Star Teams and took great pride in his home landscaping and gardening.
Besides his wife, Rick is survived by 3 children Kimberly A. Pisula and husband Matthew of Hanover, PA, Timothy R. Frame and wife Nicole of Westminster, MD, Catherine M. Warnock and husband Brandon of Seattle, WA; 2 sisters Robin Munch of Hanover, PA and Renee Frame of Gettysburg, PA; 1 granddaughter Peyton E. Warnock. Rick is also survived by many beloved cousins, nieces, nephews, brother-in-laws and sister-in-laws. He was predeceased by his son Matthew S. Frame.
The family will receive friends on Friday, January 29, 2021 from 5 to 8 p.m. at the Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster. A memorial service will be held on Saturday, January 30, 2021, 11:00 a.m. at the funeral home, with Rev. Matthew Glasgow officiating.
