Steven “Steve” Wayne Lowe died in the early morning of June 18th, 2026 at Carroll Hospital Center. He passed as a result of a heart attack. He was the son of the late Edgar Claude Lowe and Ruth Wayson Linton Lowe. He is survived by his wife, Kathy Lowe, three children Jeremy Lowe, Heather Grabowski (Ryan), and Brady Lowe (Alison), two grandchildren, Riley and Wyatt Grabowski, brother, Gary Lowe (Christine),sister, Claudia Gillespie and nieces and nephews Caroline Howton (Devin), Charlotte Gillespie, Eric Lowe (Abby), Ruth Lowe.

Steve was born in Washington, D.C. in 1961. He moved with his family to Wheaton, Maryland in the 60s. He graduated from Wheaton High School, Class of 1979. In 1984, Steve began his career with the Maryland National Capital Park and Planning Commission (MNCPPC). This is where he met and worked with Kathy. Their friendship blossomed into their marriage in 1989. In 1990, they purchased a home on 7 acres outside of Westminster, Maryland. This was the start of Steve's dream to have land, start a small farm and raise his children there. 

Steve's work ethic was unmatched, he worked for MNCPPC for 35 years. He was never late, and took off so few days of work that he retired with over 3,000 hours of leave saved. For around a decade, Steve also worked evenings three days a week at Howard County's Florence Bain Senior Center. This meant not getting home until midnight and having to leave again for his day job at 4:30 am. 

Upon retirement in 2019, Steve exercised the flexibility retirement allowed and took up a variety of retirement gigs. The first was working at the information desk at the I-95 welcome centers in Savage, Maryland, and then as a Ranger for Frederick County Parks. This was followed by being a Maintenance Coordinator for Oriole Park and Ravens Stadium, which gave him an exciting behind the scenes view. Steve also worked as a Courier, allowing him to explore the state and drive, which he enjoyed. Steve finally found a job close to home helping maintain the Carroll County Sports Complex. Steve was still working for the Sports Complex and the stadiums until his passing. 

Steve didn't let his dedication to work keep him from spending time with his family. Steve enjoyed watching his kids' sports practices and attending their games where he would make sure to cheer louder than everyone else to make sure his kids heard him and attempt to embarrass Heather. Steve always made time to go on annual long distance summer Scouting camping trips with Jeremy and Brady. He was proud to have helped them both along their journey to earn the rank of Eagle Scout. Steve was also proud that both his daughter, Heather, and son, Jeremy, earned their bachelor degrees in Mechanical Engineering from University of Maryland, College Park.

Steve enjoyed planning family trips and traveling the country. These trips often gave him the opportunity to do things he enjoyed like driving in circles, and testing the off road capabilities of minivans.

Steve had dreams of touring cross country in a pickup towing a camper, taking his family with him. He had an opportunity to live out this dream on a recent Facebook Marketplace run. Steve, Heather, Ryan, and a friend, Tony, raced a pickup and a 32 foot flat bed trailer loaded from Brockway, PA to Phoenix, AZ. There they dropped off the truck and trailer with a friend, rented an RV and continued further west. Kathy, Riley, and Debbie (Riley's paternal grandmother) joined the crew in Las Vegas. Everyone piled into the rented RV and proceeded to tour five National Parks over 2,000 miles in California and surrounding states. The people who flew out flew home from Phoenix and the race crew hauled their new load back home. 

Steve also recently took Kathy to a Bison round up in South Dakota. They visited Mount Rushmore, Custer State Park, Bad Lands National Park, Wind Cave National Park, Teddy Roosevelt National Park and Picture Rocks National Sea Shore. 

In his later years, Steve welcomed his Granddaughter Riley and Grandson Wyatt into his family. Steve delighted in visiting his grandkids as often as Heather would allow. Steve had a number of nicknames in his life, The Human Backhoe, Red, and most recently his grandfather name “Lil Wayne”.

A celebration of life will be held on Saturday, July 11, 2026 from 12 p.m. to 3 p.m. at Westminster National Golf Course, 2158 Littlestown Pike, Westminster, MD 21158.
